BALER, Aurora – A 32-year-old former member of the Communist Terrorist Group (CTG) and political leader of Sandatahang Yunit Pampropaganda (SYP) at the center of the Communist Party of the Philippine New People’s Army (CPP-NPA), which operates in that province, surrendered to government forces on Tuesday afternoon.

Maj. Ferdinand B. Usita, chief of police at Baler Police Station, said Wednesday that the capitulator, whose name was withheld, also handed over his .38 caliber revolver to authorities.

Aside from the gun, Usita said the former rebel also turned over subversive documents for safekeeping.

The handover is now in the care of the Baler Police Station for the debriefing.

Usita said the former rebel can apply for the Enhanced Comprehensive Local Integration Program (E-CLIP) and, if qualified, will receive a holistic package of benefits such as livelihood, medicine, education, housing and legal assistance.

He also encouraged the remaining members of the CTG to heed the government’s call to peace and live happily with loved ones.

“Our counterinsurgency efforts will work tirelessly to keep the people of Baler safe. We also help those who are willing to give up their anti-government activities, ”he added in an interview.

Usita is confident that the multi-faceted approach of Executive Order 70, signed by President Rodrigo Duterte in December 2018, will end the treacherous lifecycle of the more than five decades of insurrection.

He said that EO 70 has also established a National Task Force to End the Communist Armed Conflict on the Ground (NTF-ELCAC), which institutionalizes a state-wide approach to achieve exclusive and sustainable peacekeeping as an effective solution against communist terrorists.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. (PNA)
